Russia: Premier Congratulates Winner Of Ukraine Vote

MOSCOW, Russia -- Prime Minister Vladimir V. Putin of Russia congratulated Viktor F. Yanukovich on Monday for winning Ukraine’s presidential election, well after many other world leaders had done so.

But Mr. Putin may have had his reasons for delaying.

In 2004, he was accused of meddling in Ukraine’s affairs by making a similar call to Mr. Yanukovich while the presidential election results were still being contested.

Mr. Yanukovich’s campaign was accused of fraud, the election was thrown out and the Orange Revolution happened.

This time, Mr. Putin waited until Mr. Yanukovich’s victory was certified.
